Minutes of November 22, 2001

1. Last meeting’s minutes were approved.

2. New business involves possibility of a CIC conference to be held in the spring of 2002. Possibilities for topics of a conference to be held in March of 2002 were discussed. The topic of Supported Volunteerism was seen as an important one and much dialog followed. Approved that conference would take place in March of 2002 with Supported Volunteerism as topic. We will meet December 20 for further discussion and to form a conference committee.

 3. Report on “Building Community Capacity” Conference – Lorelei and Tim reported that the conference objectives would appear to have been met. Best practices in our greater community were presented to over 80 persons over a two-day period. Noted that many people in attendance were from outside the usual catchment area and that conference feedback would indicate the need for a more interactive format for future conferences.

4. Literacy – We would appear to hit a wall on this topic with suggestions that Steve Balcolm of the Middlesex Labour Training Board be contacted to discuss further involvement here.

5. Stories Project – Discussion of suggestion that the CIC continue with work on the Stories Project. A new publication has been suggested containing people’s own stories. A working title for this publication has been suggested as “Listen-Hear”. Tim to contact Barb Leavitt to discuss her involvement with previous publications in the “Stories” series and suggestions on upcoming venture.

6. CIC Website – CIC webmaster and chairperson have met to discuss future website features inspired by the conference. A section for persons with own businesses (or catalog of products), a updated email list of CIC members and associate members, Possible e mail flyer invite for future conferences, and call for stories for possible upcoming publication were among topics discussed. It would appear to be an exciting time for the website.

7. SEOP Update – The Supported Employment Outcomes Group have decided to drop supported from their title siting that supported employment is only one of many possible models. The Employment Outcomes Group have recently completed a wrap-up on employment data from the Southwest Region. Findings show: an increase in the people being served, an increase in duration of employment for people, more people working in the sales and services sectors than ever before, a big jump in the numbers of persons with psychiatric disabilities being served, and that while the average hourly rate increased this year, hours worked per week has decreased.
Also noted that a meeting with Ontario Disability Support Program (ODSP) region head for later this month is eagerly anticipated.

 8. Are We Doing…… This group plans a revamp of material and a workshop in the new year. Next Meeting January 17, 2002 9:30 A.M. James Purdue Centre St.Marys, Ontario

Minutes of October 18, 2001

1. Last meetings minutes were approved.
2. No new business.
3. Literacy – Discussion of Grade 10 testing and how this will affect future graduates from Secondary School. Concern that they will not be able to graduate. Tim to contact People First to connect on literacy issues.
4. “Are We Doing…” The Tillsonburg and Stratford associations are both doing reviews. Community Living London is looking at their plan to do a review.
5. Supported Employment Outcomes Project – SEOP has done a roll up of information from their client satisfaction survey regarding people’s support systems. SEOP also preparing for cooperative effort with ODSP discussing common issues. Concern on the part of some members regarding funding for job training/support – where does this come from – are “volunteer” jobs working along side paid jobs – who pays for them?
Annie spoke about Project Amigo – volunteers supporting people in volunteer positions
6. Community Involvement Council Conference – CIC committee spoke on upcoming conference on November 1st and 2nd . Issues include numbers of persons registered at this time and possible concerns over support for CIC issues.
7. Stories Project – Bill Gow will be meeting with Cathy Tamasi at Fanshawe College regarding Stories Project books (“Her Shoes Are Brown”, Community Involvement News, etc) and the possibility of these resources being included on the Developmental Service Worker Program curriculum.

Minutes of September 20, 2001

1. Blair encouraged and entertained us with a comical, yet poignant musical piece to begin our proceedings
2. Review of minutes from June 15, 2001
3. Literacy – Noted differences between literacy programs funded by HRDC (expected employment outcomes) and local Boards of Education. Some members feel that literacy may be a matter of accessibility. If people can’t meet with criteria, then it is something that is not accessible. This was seen as a possible rights issue and it was suggested that the CIC might support People’s First with literacy concerns or check into what ODA is doing on this topic.
Suggestion that a letter be drafted expressing CIC concerns and put out for comments on CIC website.
4. “Are We Doing…? Taking part in CIC conference November 1st and 2nd . “Are We Doing What We Say We Are Doing” is in the process of a reviewing, to make for a more accessible system.
5. Supported Employment Outcomes Project SEOP to be involved in CIC conference. The impact of Frank Moore’s retirement from the ministry was discussed, as well as next steps in a cooperative meeting with ODSP staff/management.
6. CIC Conference Committee Report Conference committee told of two day conference taking place November 1st 2nd , 2001. Conference information available of CIC website at communityinvolvement.org
7. Web For All There is an increase in the number of sites across Canada. Locally, there are 80 units through Oxford County. In order to broach private vs. public sites Web for all is looking into the sale of software and associated peripherals to individuals and organizations for a reasonable price. Web For All looking to track data on who’s coming back and the length of time each person is logged on for. The goal is for each community to develop a process of taking responsibility for looking after the project in their area. Greg reported that a large impact may not be seen for 4 –5 years. More information on this Industry Canada funded project can be had at the conference.

Minutes of June 15, 2001

1. Discussion and approval of minutes from meeting of May 24, 2001

 2. Business Arising, additions to the agenda. It was felt that due to the abbreviated nature of the meeting, we would deal with the new issue of the upcoming CIC conference.

3. CIC Conference – A two-day format was discussed with a theme of “Best Practices”. It was thought that this would be best suited to the needs of front line staff. Possible overarching themes included: training, employment, evaluation and technology.

Training

The “Train the Trainer” model was discussed and how to move from the agency to the community. Ingersoll Support Services work in this area was suggested as an example of how “Rekindle The Excitement’s” train the trainer model was generalized in that community .

Evaluation

Supported Employment Outcomes Project (SEOP) as an example of how employment statistics of supported persons can effect change at the provincial level. Are We Doing What We Say We Are Doing – The effect of peer evaluation on service delivery.

Transition

News of new Transitions Funding – and further six million dollars with the same criteria as before. Transition planning, school to world and how this is working in communities.

Employment

Suggestions included the trend toward self-employment as an alternate to more traditional jobs, Co-ops and how these are working.

Technology

Many advances in this area were discussed (with ”Web For All” as a good example) as well as methods for their presentation. -A committee has been formed to work on this conference with a recommended timeframe of late October, early November. An advance flyer midsummer will confirm an exact date. -Discussion of possible methods of funding this conference including: Grey Bruce-Huron Perth Georgian Triangle Training Board and HRDC Opportunities Fund. -Talk of the need to update employer education package “A Smart Move” and the possibility of contacting Joe Dale to facilitate this.

Minutes of May 24, 2001

Discussion and approval of April 19, 2001 minutes with two corrections .

New Business

- CIC Conference: We discussed the feasibility of the CIC holding a conference. This has been suggested by some members with a topic of “Best Practices” as focus. - Concerns around attendance at previous conferences, backfill of staff positions on the part of agencies and funder support were raised and noted. - We struck a committee to work on details and to follow up on suggestions as to facilitation, date and other details. - The committee will meet before our next meeting to discuss these issues. : Coordinator Position – Tim was approached regarding CIC maintenance issues and agreed to work with these a day a week as needed. Some duties to include: update of CIC mailout list and developing an e mail listing of members addresses, development of a marketing plan for “Stories Project” resources, coordination of CIC projects as well as possible website changes.

Literacy

- No issues raised on this topic. We will advocate for this at Partners In Leisure meetings as this is a shared focus.

Are We Doing What We Say We Are Doing

- Are We Doing…This group were happy with their April conference siting a nice cross section of persons from services as well as non paid persons. -Feedback includes that people hands on approach to learning, and that some people created their own questions and ways of learning. - Dates have been set up for communities to do peer evaluation. - Blair reports that requests have come from far afield as to what the project is about.

Supported Employment Outcomes Project

- Most agencies have sent employment data to SEOP. (To be sent by April end) Surveys need to be sent in by May 18, 2001 in order for a timely wrapup. - There was talk of newer agencies interested in the project and sending in data, though it is important that that agencies involved last year be involved again in order to maintain consistency of statistics - Some talk of the importance of the data collected last year and how it has influenced changes in policy at a provincial level. - SEOP is making offers to present program information to interested parties. - Leeds, The Career Centre and ATN, in London, are to do peer reviews around September of this year.

Staff Turnover

- Some talk of recent funding increases and how this might be of assistance in keeping qualified staff. - Concerns include: decreasing numbers of field related courses at colleges, competition between agencies and school boards as school boards offer “day work” at a better wage. - Suggestion that current Developmental Service Worker’s keep up with the needs of people that they support via education. Concern raised that with individualized funding that the DSW’s are seen as belonging to a medical model.

Web For All

- Moving to stage II – 80 units to be set up in Oxford County. - “Smart Cards” to be sent out as soon as “deal” is finalized. - Change is becoming student driven. Side effects include further cooperation – computer use by those who would not otherwise. - Web For All is also a government model of an accessible site for other Canadian sites. - Web For All site has link to ways to make your site accessible.

Other Business

- Suggestion that Ontario Association for Community Living member is asked to attend CIC meetings on a quarterly basis, as a tie to this organization. - Bill Gow to sell CIC products (“Her Shoes Are Brown” etc) - Suggestion that these be given away, as gifts, at CIC conference as marketing tool. - Suggestion to include all CIC projects on the agenda and in minutes NEXT MEETING Friday, June 15, 2001 10:00 a.m.

Minutes of April 19, 2001

Discussion and approval of march 21, 2001 minutes with two corrections to spelling.

Literacy: Barb Leavitt spoke to us about the Foundations Grant that Perth County received. There are $185,000 annualized dollars to provide opportunities for persons between the ages of 18 and 26 who have completed secondary school and are looking to self direct goals. - The program will enable people to develop what they need to make life choices. - Could access literacy/numeracy instructors to help with these goals. - Looking at Conestoga College developing a program for individuals with developmental needs. - Built in transportation subsidies so transportation is not a barrier. - An advisory committee will be set up to oversee actions. - Family Services Perth-Huron will be transfer agency

Are We Doing What We Say We’re Doing: Are we Doing… workshop coming up next week – Blair advised that spots were still open.

Supported Employment Outcomes Project (SEOP) -The government has approved employment supports for students after school and on weekends, but has not approved summer work supports. -Employment data for rollup has a due date of April 28. May 18 is the date that satisfaction surveys are requested. Please send data to Joe Dale at 905-728-0201 or e-mail-dalejt@idirect.com -There is concern about how ODSP employment supports vary from area to area-this group feels there is a need for some conformity.

Staff Turnover Issue: -copies of Mia Pintus’ “proposal” given to members who were not present at our last meeting. -Annie spoke about the St. Thomas Association and Block Shifting. Staff do not have to accept hors above those in their block-the employee knows what hours they are committed to and can plan when they are able to work other places. Web for All -Greg spoke to us regarding this topic.

Web For All: - would appear to be progressing well with many developments. -25-30 people participated in Ingersoll-their responses were greatly appreciated -Going with Bell Canada cards which should be out in the next two weeks. -Greg reports that this program should be available nationally within the year -There are not a lot of computer programs available to people with barriers. If they don’t have access to programs at school, they will be offered at specific sites. -Greg spoke about the four programs Web For All offers at the Ingersoll Library.

1. Opera-for those with visual impairments-enlarges words, adjusts colours and deletes pictures.

2. E-reader-designed to assist with literacy concerns, FSL/ESL-multi-sensory input, reads to you and high lights.

 3. Home Page Reader-reads text for you-of use to blind persons

4. Visual Dynamic Keyboard-on screen keyboard-works with a mouse to use a joystick from wheelchair to direct the mouse-persons can also use blink or breath control for operation The Web For All website is out of the University of Toronto. Partners In Leisure PIL plans to release it’s Directory of Leisure Services for People with Disabilities in July of 2001. Listings include recreation, lifelong learning, voluntarism and life skills opportunities. It is to be placed in homes, libraries, and community agencies for ongoing reference. The website is accessed through www.info.london.on.ca 

Other Business: -  Ingersoll Association received a $25,000 Trillium Grant to do do Value Based Training. Blair spoke to us regarding the ODA movement and that it may be mentioned in the throne speech. (I had also corrected the spelling of Ingersol in both places where it appears and that hours was spelled hors in the second line of “Staff Turnover Issue” Thanks for the help Judy. I appreciate it. Minutes from February 15, 2001

1. Discussion and approval of minutes of meeting of January 18, 2001.

2. Discussed the possibility of a part-time co-ordinator for the C.I.C. in the future.

3. Literacy – Tim discussed an article from a North Carolina publication re: Literacy and offered it to anyone who was interested.

 4. “Are we doing . . . “ - Training is being set up for March 8 and 9, 2001 in London at the Four Points, Sheraton re: leadership evaluation, internal reviews and peer reviews. Helen Watson and John Lord will be co-trainers with participation from Community Access, Simcoe, Tillsonburg, London and St. Marys. This will be a re-peat of training offered a few months ago. The emphasis will still be placed on Service and how to review the means of changing the direction of how service is currently provided by service directors rather than individuals determining what services are required.

4. Speaker Series – Tim will contact Helen Watson for a confirmed list of speakers and will have this information for the next meeting.

 5. SEOP Update – In the next week or so letters will be sent out to agencies that fall under the London office. Agencies that provided data the last time will be receiving the report. It was also decided to send out another letter to inquire the satisfaction level of the Individual receiving services. This would be in the form of a survey. There was a discussion around the amount of Money that an Individual can earn before having their ODSP cheque involved. Annie said that she would bring this info for the next meeting. It is important for Service Providers to know how ODSP is changing and to keep up with updates to properly educate ourselves in how to best support individuals and their families.

6. New Business – LITERACY – Greg has been asked by Industry Canada to do a project called “Web For All”. It is a progressive idea and Oxford County will be used as a Test Project. If you have a disability you are often limited to what you can do on the computer / internet. “Web For All” is a starting point for people to become involved. It involves Smart Access which would be a smart card that would have all the necessary computer accommodations pre-programmed on the card so that the individual would only have to load their card and the computer would automatically read what accommodations would be required and set them up. Handouts for “Web For All” at next meeting.
7. Staff Turnover - Greg We need to be looked at as an overall professional field. This is not a Union or Management issue. KGM made a ‘study of recognition’ that showed that there was only a 3% recognition of Community Living. Therefore, Community Living is involved in a province wide blitz, marketing people with disabilities in order to create public awareness. We will ask Mia Pintus to attend the next meeting and to present information on a group that she is forming in order to increase recognition/professionalism of the DSW field. MINUTES Of January 18th , 2001

1. Discussion and approval of minutes from last meeting.
2. Building Trust Relationships Conference being sponsored by Woodstock Developmental Services on February 21st & 22nd/2001. Presented by Gilmour & Associates out of Toronto. Need a minimum of 15- 20 people @ $375.00/ person to have the presenter travel
outside of Toronto.
3. Literacy - some concerns voiced regarding time limited literacy learning available. Tim provided an article in the London Public Library Access Publication (January/February 2001 edition) which shared a website www.abc-canada.org and referred to a book “Taking Flight - Celebrating Literacy Through the Words of Learners” which may be helpful.
4. “Are we doing...” Update

5. Supported Employment Outcomes Project Update
-currently doing the client satisfaction survey results to determine if any common themes
6 Guest Speaker - Neil Watson - Partners in Leisure
-distributed draft of the brochure and explained it’s main focus is to inform staff of participating agencies
-20 current members / 45 associate members
- Partners in Leisure met with the City of London yesterday to establish a dialogue for future
joint endeavors
-City of London currently undergoing a lot of changes with the new mayor, new board
members as well as several new senior management staff ( due to people retiring)
-the city staff have been touring Canada to look at various protocols of city-driven leisure activities
-P.I.L. have applied to MCSS for phase 2 funding via the Foundations initiative to work with students leaving highschool and involving them in structured leisure activities
-plans in the works for a demonstration site at Sherwood Forest Mall for a Neighborhood Network.
-all buildings are to be not only physically accessible but also mentally & emotionally welcoming
- the major players that would be positive partners are the City of London, London Public Library and the YMCA
- the YMCA is looking to build a new facility in the Huron & Highbury area within the next 5 years and this proposed plan should be announced in mid year 2001
-representatives have met with the Library regarding the Galleria location to make a connection since it is going to be considered a regional library (scheduled to open approx November 2001)
-another possible partner is the Crouch Library which is going to be expanding to space next to the current building
-PIL hopes to be involved in the development of a website and leisure directory with sponsorship by HRDC, and Ministry of Citizenship, Culture & Recreation
7. Staff Turnover - agreed that it is a large problem for a lot of agencies to attract qualified staff
-most agreed that a lack of money, staff recognition could be the main reason
-KPMG study issued by the ACL movement, an independent study concluded that ACL
staff make 25-30 % less than peers in similar field therefore announcements that ACL’s
receive 1% this year, 2% next year for staff wages
-funders outline that wages could only be 80% of yearly budget and the increase will be calculated at 80% of total budget from the last year
Action: hire a staff/consultant to research this issue to get credibility of why staff turnover and utilize the KPMG study already published and presented to the minister 6 months ago
- possible provincial study sponsored by OPSEU
- build coalitions with other professionals ( ex social workers, teachers) who “have been
there” to help strategize to get what we want
- public education of responsibility and community impact of poorly paid staff at a
personal level
- possibly a conference issue presented in a positive outcome oriented slant
- have the KPMG study presented at a public seminar or some type of event
